Give every group its own chat format with MiniMessage gradients, hover and click, prefixes from LuckPerms or Vault and PlaceholderAPI. Messages are rendered for each player, in their language and with their own placeholders, and they stay signed.
Split the chat into channels (global, local by radius, per world, staff) with shortcut commands, let players show their item, inventory or ender chest, and keep it clean with moderation that corrects, blocks and mutes repeat offenders by itself. Add rotating announcements in chat, action bar, title or boss bar, @mentions with a ping, and a per-group command whitelist that also hides commands from tab-complete.
